First, rule out the cable and plug
Try a different cable and a different wall adapter, not the frayed one from the car. Cables fail internally with no visible damage, and they are the culprit in a surprising share of no-charge phones. If a borrowed cable charges the phone, you have solved it for the price of a lead.
Second, look in the port
