What Causes It
Face ID depends on a sensor array that Apple pairs cryptographically to the individual phone at the factory, which is the single most important thing to understand about it. If the dot projector itself has failed, it cannot be replaced with a working part from another phone, because the pairing will not transfer. That is a deliberate security design, not a limitation of any repairer. However, plenty of Face ID faults are not the projector at all: the flood illuminator, the flex cable, or the connection can fail independently and those are repairable. Fingerprint readers on Android are more forgiving, and in-display readers very often simply need recalibrating after a screen change.
